On pages which do not have a Table of Contents, but should do, create one! (I actually use this as a bookmarklet, so I can load it onto the current page only when I want it.)

An alternative: AutoTOC
For reference, there is also AutoTOC which provides a similar feature, but via a dropdown menu. It uses far fewer lines of code!
(Unfortunately it's not currently working in Tampermonkey, because it hasn't @grant-ed GM_registerMenuCommand.) Update: That has now been fixed :)
