Update - I found that hiding the download bar was preventing the choice of opening or saving the file. Once I showed the bar, then I can choose where to save. This works well on most Chromium-based browsers, however, it does not on the Edge version. It sends an incomplete download to the download folder. It appears that it is waiting for the Save As explorer window to open which it does not.
